I am running into the same issues as Jeff. VS 2017 15.2, xamarin 4.6.0.295,.net 4.7.02046.

I also have the SDK and targeting packs loaded for 4.5, 4.6 and 4.7, yet only 4.5 shows up when trying to replace the target of 4.5. I am using Windows 10 creators update. Need someone from the VS team to take a look at this so that I can fully utilize my portable class library. I believe this issue is preventing me from accessing a portable class in one project from an android class in another project all within the same solution. That was the reason I purchased VS 2017 so that I could write the applications for IOS, Android and Windows all in the same framework and deploy the app to different stores.

If this is not going to work, please let me know and I will determine how to change my development strategy.
